European packaging requirements

Molded Fiber Packaging Compliance, Built Into the Specification

European packaging rules are no longer something to review after the pack is designed. Since 12 August 2026, Regulation (EU) 2025/40 has applied directly in every member state, and the decisions it touches — material, wall structure, coatings, inks, adhesives, void volume, documentation — are all taken at the engineering table. THECA works from that table, converting European requirements into molded fiber specifications that can be tooled, produced, shipped and evidenced.

Four things that hold true for every THECA product.

100% post-consumer recycled fiber

Every product we mould is made from post-consumer recycled cellulosic fibre. No virgin-fibre route is needed to reach a THECA specification.

PPWR compliant

Our products are PPWR compliant. Project-level requirements still depend on your final packaging configuration, added components, intended use and target market.

Type 1, 2 and 3 in one plant

The production route is chosen from the functional, surface and tolerance requirement of the packaging, not from a single fixed process.

Documentation already on file

ISO 9001, FSC Recycled, food-contact and allergen declarations and PFAS analysis, available for review by your quality team.

Three subjects, three detailed guides

The three subjects that decide fibre packaging projects in Europe.

01

PPWR and recyclability requirements for 2030

What it covers. Design-for-recycling obligations under Regulation (EU) 2025/40, the substance restrictions that already bite, conformity documentation, and the dated milestones running from 2028 through 2038.

Why it matters. Tooling amortises over years. A format specified today will still be running when recyclability grades start to govern market access.

On the detailed page. Which obligations bind now, which still depend on delegated acts, and what to correct in geometry and material build-up before tooling is cut.

02

CEPI and 4evergreen recyclability guidelines

What it covers. The Cepi harmonised recyclability laboratory test method and the 4evergreen evaluation protocol and circularity-by-design guideline for fibre-based packaging.

Why it matters. These are voluntary industry tools rather than law, but they are how recyclability is actually measured, scored and argued across the European fibre value chain.

On the detailed page. How coatings, films, laminations, inks and adhesives change a laboratory result, and when commissioning a test is worth the cost.

03

EU food-contact requirements for molded fiber

What it covers. The EU framework for food contact materials, good manufacturing practice, the absence of a harmonised EU measure for paper and board, and the national reference points used in its place.

Why it matters. Contact status changes the raw-material route, the permissible additives, the production environment and the documents that travel with each batch.

On the detailed page. What a Declaration of Compliance does and does not cover, how direct and indirect contact differ, and where market expectations diverge.

From regulation to packaging specification

Five things get called “compliance”. They carry very different weight.

Separating them is the fastest way to stop a project from over-testing one area and under-documenting another. The binding layer sits in the regulation itself; everything below it supports, measures or evidences that layer without replacing it.

How binding law, future milestones, industry guidance, laboratory testing and company documentation differ for fibre-based packaging.
Layer What it is Who sets it What it means for your project
Binding regulation Directly applicable EU law EU legislator Governs market access. The PPWR has applied since 12 August 2026, and food-contact law applies wherever the pack meets food.
Future milestones Dated obligations whose technical detail is still being written European Commission Design-for-recycling criteria are due by 1 January 2028; grade-based market access follows from 2030 at the earliest, and recycling at scale from 2035.
Industry guidance Voluntary technical consensus Cepi and 4evergreen Not law, but the practical yardstick for whether a fibre pack recycles cleanly in European mills.
Laboratory assessment Standardised testing of a real sample Qualified laboratories Produces evidence about that sample and that configuration — not a blanket approval of a product family.
Company documentation Certificates, declarations and analysis reports Manufacturer and certification bodies Each document states its own scope. A management-system certificate is not a product approval, and should not be presented as one.

Compliance built into engineering

Regulatory questions are cheapest to answer before a mold exists.

THECA does not run compliance as a separate review stage. It sits inside the same five steps that produce the packaging, which is why material, structure and documentation stay consistent with one another.

  1. 01

    Application review

Product, contact status, packing sequence, distribution profile and target market are established before a concept is drawn.

  2. 02

    Material and structural design

Wall structure, ribs and contact areas are developed in recycled fibre, with any barrier or coating treated as a deliberate, justified addition.

  3. 03

    Tooling and production route

Type 1, 2 or 3 is selected from surface, tolerance and load requirements. See how THECA produces molded fiber.

  4. 04

    Sampling and validation

Samples are assessed against the real product and pack-out. ISTA drop testing is available where a project requires it.

  5. 05

    Documentation and series production

Agreed documents, inspection points and packing configuration are fixed with the specification, then produced against it.

Practical buyer checklist

Define these eight points before evaluating a fibre packaging project.

Projects stall on missing inputs far more often than on regulation. With these eight answers, our engineers can respond with a real technical position instead of a generic one.

  • Product and application
  • Intended use, including whether the pack touches the product
  • Target market or markets
  • Current packaging material and format
  • Coatings, films, inks or adhesives you need to keep
  • Protection, packing-line and logistics requirements
  • Annual quantity — series projects start from around 10,000 units
  • Documents or testing your customers, auditors or retailers request

For technically suitable projects, a complete brief reaches a first molded fiber sample in about four weeks. Series lead time is typically two to four weeks after final product approval, tooling approval and a confirmed purchase order.

Products and industries

Compliance shows up in real packaging, not in a separate legal file.

A bottle divider, a medical tray, a paint-tin cradle and a furniture corner protector face the same regulation and completely different engineering. Contact status, surface sensitivity, pallet load and distribution route decide what the specification actually has to prove, and which documents belong with it.

Start from the application rather than the rulebook: browse the molded fiber packaging product range, or see how requirements shift across the industries THECA supplies, then tell us which case describes your product.

Frequently asked

Three questions buyers ask before the first sample.

Does choosing molded fiber make packaging compliant on its own?

No. THECA products are PPWR compliant, but obligations attach to the packaging system placed on the market rather than to one component's material. Added films, labels, adhesives, void volume and the intended use of the finished pack all form part of the picture, and the economic operator placing that pack on the market carries the declaration.

Which documents can THECA provide for my project?

Depending on the application: ISO 9001 and FSC Recycled certificates, a Declaration of Compliance for food contact materials, an allergen declaration, a PFAS analysis report, and independent Intertek analyses for selected products. Each states its own scope, so we confirm which are relevant once the application and target market are known.

When should recyclability or transit testing be commissioned?

Before tooling is approved, not after complaints arrive. Laboratory recyclability testing earns its cost when a pack carries a coating, film, lamination or heavy ink coverage. ISTA drop testing earns its cost when the distribution route is harsher than the current pack was designed for, or when a customer specifies it outright.

Next step

Discuss the compliance requirements of your packaging project.

Send the product and application, the target market, the intended use, the expected annual quantity, your protection and logistics requirements, and any testing or documentation your customers ask for. Our engineers come back with a technical position on material, structure, production route and the documents that belong with it.

THECA is a packaging engineering and manufacturing partner. We specify, tool, sample, test and produce — we do not provide legal advice, and we will say early if fibre is the wrong route for your application.
